The study aims to delve deeply into the perceptions of the managers on the inclusion of Syrian refugees in higher education. To reach this aim, case study was used in the study, and the participants were determined through criterion sampling. Based on the collected data, the following themes were identified in the study: incongruity, hegemonic integration and leading the experience. The study has put forward that an incongruity prevails in the inclusion of Syrian refugees in higher education, and inclusive education is regarded as a hegemonic integration. Besides, managers have to deal with inclusion of Syrian refugees by leading the process as they experience, which entails crisis management and being solution-oriented. Accordingly, an integrative approach -counting students, academics and managers- is required to succeed in the inclusion of Syrian refugees in higher education.
